He's in the pub off the main market square: go up the stairs to the first floor (or second floor if you're American) and he's over to the left somewhere. Don't fall down the hole on the way to his room!

I was up there so many times and he was gone, so I started being the dragon...there are 3 I couldn't finish, mindreading to give the stuff to the owners as they never asked me for it again, also Caracalla ghost never appeared again after finishing that quest and Bedwyr never showed up again...so moved on...Thanks for the reply

Hmm, that sounds rather odd. If you have disappearing characters the support guys might be interested to hear about it. You could try emailing them at support@larian.com
