Don't worry, the game is linear for a WRPG, so there'd be no real point to level scaling anyway.
Level scaling only really has a point in more open games like Fallout 3. (please don't mention FF8)
Though I don't really like it anyway, as a game with level scaling is a lot less rewarding and interesting to explore, and sometimes things can go horribly wrong. (when you get severely punished for leveling up, for example, like in Oblivion)
New Vegas was an open world game with no level scaling, but enemies were handled perfectly.
