He's near the fireplace in the Circle of Trust Inn off the Mardaneus Plaza (the area with the psychopathic tree next to it).

I can't remember offhand, I'm afraid. Go around mindreading everyone as there's various useful things to be learnt anyway; it's also worth investing quite a few points in the mindreading skill contrary to what some of the earlier walkthroughs say (or even maxing it out, for that matter). There are plenty of skill points to be had so it's not like you'll be going without elsewhere: in fact I finished the game with something like 20 still unallocated!

I'm thinking all those extra skill points are for the players who decided to skip the first game. I remember finishing quests in late-game FoV thinking: "Oh no! More skill points!"
