Trying to find Needleman but can't get into tower in Broken Valley and Needleman storage requires a password, which I presume I get from Needleman. Is Needleman in Broken Valley or Stones Flying Fortress?

He is on the top level of Lovis' tower, where you could get a chest earlier in the game if you had Zixzax translate the teleporter password from 4 pieces of parchment.
