Tried it 5 times kill both Black Ring guards, talk with Williams but all doors are sealed and I can't get out of the Broken Valley Mine Office.

Did you talk to Williams about getting into the mine? He should then give you a key, and decide to head downstairs, as some Black Ring archers come up and some soldiers wait on the main floor.
