Just like Xanlosch, he talks but never shows up.
Thats 3 bugs in 24 hours.

Technically, it is one bug that affected 3 NPCs. Hopefully nobody else in the game will be missing. A couple other people did report this bug with 2 or 3 NPCs, but I don't recall any longer lists (knock on wood)...
