I'm not sure I agree. My character obtained a lot of good loot (including many unique items around level 40). When I got bad loot, I simply reloaded and re-tried until I got something better...
But I must admit that I'm not a fan of level-dependent loot (or level-dependent opponents). Elder Scrolls 3 (Morrowind) was one of my best loved games. It had absolute opponent levels, which meant that there were places you were forced to avoid until you were powerfull enough (otherwise you died). Learning where you could travel safely during your lower levels was part of the game's charm...
