I saved two of the vegetable guys, and one of them gave me a key to his medicine cabinet. But where is it? I can't find it. Is it in the first floor room?

It's definitely in the Prancing Seahorse building...

If I rememer right, you need to complete the Archives quest (and deal with Ursula one way or the other) before Thaddeus will appear and you will gain access to his room.

This can be done two ways - either save all three vegetables (to get the passwords for the individual rooms in order to lower the barriers one by one), or find the clue notes scattered around the city to get the code for the door. You've already found two of the vegetable guys, so you should probably concentrate on finding the third...

I managed to save all three of the vegetable guys but the game gave me all three quests completed when I spoke to the Tomato (Thomas). Then I got a completion of the overall quest. Thomas then ran off. I am wondering where Ashraf is now (in his human form) and can I still talk to him to get the key to the medicine chest?

They will come back to the Hippocamp. Just go there

They go back to the Prancing Seahorse; you can talk to all three of them in the main room. The medicine cabinet is upstairs there in Thaddeus' room, according to Lancet's DKS FAQ/Guide. I don't recall which one that was; I just checked all the room upstairs again until I found something I could unlock.
