Penelope Necklace

On my first run through for the game I found the Penelope Necklace but could never figure out what to do with it. Now on my 2nd go and exploring everything I found where it goes but can't find the necklace again. Anyone know where it is?

The necklace is on an exterior platform high on Lovis' tower, near the entrance to the throne room, in a small chest next to a body.
