It's in lalinor lane, on the left near the start as you leave from the marketplace. But you can only enter by the front door if you took Tom's finger. If you let him keep his finger, you'll have to find an undergound way.
As for the amulet, look for Henry and Eleanor's house - it's in the bedroom in a jewellery box.
Edit: just refreshed my memory - if you can't enter Luxurious' house directly, try the one next-door (Taurus' house) and search underneath to solve the puzzle.
