I'm playing the NA Xbox 360 release. I've noticed that level 15 of the weapon Expertise skills (Unarmed, Single-handed, Dual-wield, Sword & Shield, and Two-handed) are difficult to acquire.

With a new character who started in FoV, I'm only able to get Dual-Wield to level 15. The other skills cannot be trained by any of the three trainers (Battle Tower or the two Ministry trainers). Is this because I maxed out Dual-Wield on the character creation screen before starting the game?

Additionally, it seems like it's apparently impossible to train any of the Expertise skills to level 15 on a character who started in ED (e.g., played through the entire game to FoV).

The other two skill cap increases FoV offers (Destruction and Lockpick) seem to work correctly.

So are these skill cap boosts glitchy, do they just not appear due to a programming error, or are they fully intended to work like this (difficult to get on FoV characters, impossible on ED characters)?

to antswer you your question about expertise skills in FOV:
yes it's not possible to train it to lvl 15 in FOV if your character is made in ED this is not a glitch

when you make a new character in FOV you can get lvl 15 on one of the expertise skills (dual wield single, unarmed and two handed) is this a glitch no because you always begin at level 35.
if you played ED first you can have a higher level like 36 or higher.

to ballance the game a little bit they desided that by a new character making in FOV you can get an expertise skill upgrade to level 15. it's fair and you'll need it. because at lvl 35 the beginning can be quite difficult all enemy's are a higher level then you (3 levels) so that is an unfair advantage they have, so that why you can get level 15 with an expertise skill.

added a little spoiler for you wink

you can get +1 increase in destruction, life leach, lockpick, charm and summon demon by mindreading certain people!

The fact you can get to level 15 on a FoV character is pointless in helping with the difficulty at the start of FoV, since I think you need to be level 38 before you can even go to level 12 (or maybe 13) in the weapon Expertise skills.

Did Larian specifically say that FoV characters can go to level 15 to make it easier on them, or is that just an assumption?

yeah, you need to be level 38 before you can even go to level 12 in the weapon Expertise skills.

In DKS starting from D2:ED, Ranger Stealth can not be upgraded past level 5. Starting a new FoV character, it is available up to level 12 in the advanced configuration, and if you max it the cap is 15 (if you put 6 points in, the cap will be 10 once you get into FoV).

Sight Range reduction % : 14, 17, 20, 23, 26, 29, 32, 35, 38, 41, 44, 47, 50 (req level 36), ?, ?

At a wild guess, I'd say level 14 and 15 are probably 53 and 56%.

Unless you set it as a new FoV character at the time your character is generated. Then you can set it to 13 immediately. After the game starts, then the usual limits apply.
