I have my lock pick skill at 5, but still get chest that I cannot open. I get the message "your lock pick skill is not high enough"

Is there any way of getting it higher (no option in tower to increase it)

Go to a skill trainer (in the Ministry, one in each 2nd floor room), and upgrade the cap to 7. Also, mindread Mysus in the Black Market (before killing him!) for +1 to Lockpick, so don't level it to 7 without doing that, otherwise you lose that point!
