Hey which one should i use, im a ranger and want to use splitting arrows more than once without running out of mana

Mana Leech only works for melee attacks, so Mana Efficiency.

also if a bow has 10-27 ranged damage and 3-10 magic damage, does the magic damage add to the ranged damage so in all it would be like 13-37 damage?

Yes, magic damage on weapons is added to that weapon's normal damage.
