im through the portal top of stones area and im in broken valley now. where do i find the mine and williams to face off with amon and baal? i cannot seem to find it. please help.

Williams is in the quarry tower, in the south east region of Broken Valley. The first time you approached the quarry (south of the bandit camp) there was a cutscene conversation with a miner, and then the main entrance was blown up. If you tried to enter you were warned they were too strong for you, but the opponents outside were manageable; inside the tower the Black Ring opponents were a much higher level (in the original release of D2:ED you can still enter early, if you wish; in DKS the tower is locked until after you have the battle tower).

Once you have the key, the entrance to the mine is just south east of the tower (a short flight from the tower, in the direction of one of the walls), and should be marked on the map.

BTW, you can also walk/fly to the fjords from the far south west in Broken Valley, rather than using the portal in Stone's flying fortress.

so i do not have to go to stones to get to the quarry tower? if not then how else can i get there to see williams and get the key?

If you teleport to the grand knight teleporter shrine, or otherwise get to the start of the fjords, you can walk up the mountain path, past where you first meet Crabbe, and keep going to get to Broken Valley (the start of the path there is safe, but you can not get too far down the path due to the poison). You can also fly to Broken Valley from the start of the fjords.

which tower is the quarry tower? i just defeated genghiz and im wondering is there anything i need to destroy and how?

There are 2 headquarters in Broken Valley, for Geshniz (by Maxos temple) and Rayhun (by the starting village). There are possible quest items and set pieces in the headquarters, but nothing you need to destroy.

Look at the map. From Geshniz's headquarters, the quarry tower is to the far south east, though there is a mountain in the way, so you can not fly straight there.

There are only 2 towers above the poison gas in Broken Valley, Lovis' tower (you can land on the top level, and get down as far as the now-locked door to Lovis' throne room) and the quarry tower (the tops of the attached walls still above the gas).
