Larian Studios Forums Divinity 2 - Ego Draconis (English) Divinity 2 - Ego Draconis Can't get to zeppelin

I need to get to the zeppelin to get the shield. How do I get there. I assume its at Champions Harbor. There are stairs and a door but I can't get to it. There is still a barrier around that Harbor. Is that the problem.
