well cave in orobas fjords

I cannot get the elevator in the well cave to work. I've tried pulling the lever to call the elevator and nothing happens, what am I doing wrong? Can someone please help me?

The levers there do not call the elevator, they operate it (you need to stand inside the elevator to do so).
