Does anyone know how to set up a 2 player coop campaign where one player get to be the dragon knight and the other controls the RTS bit so far all I've manged to figure out is how to host a Player vs player campaign

Start a normal lobby, invite your friend and set 2 AIs for a 2 v 2.

So far, it seems that the double-headed player feature isn't implemented yet, but I recall that they want to put it in.

so will it be implemented or has it been scraped altogether?

The closest you can come is to invite your friend to a campaign and set the other 2 slots to 2 AI's, make sure you're both in Zealots or Imperials or whatever you fancy, and throw the AI in a different team so you get a 2v2 campaign. I don't think there is much more you can do.

You could probably put something together using the custom rules. Maybe 2 vs 1 Insane AI and impose some self restrictions, say once you've turned into a Dragon you can no longer issue any orders, and only one player is allowed to use Dragon Form. Or 2 vs 2 and use custom rules so you can turn to dragon immediately.

There has been no official statement either way.
