At the end of the chapter, you can sit around and burn turns and get as many cards from buildings as you want..

Maybe you should only be able to bring a certain # of cards with you to the next chapter, like you can take 10 with you from chapter 1 -> 2, kind of like how you can only bring 50 gold / 30 research
