Easily recreated - use airships on sale (-75%), buy 9 bomber balloons, save, reload. There will be 2 cards lying on your country, finish round - you have 3 bomber balloons instead of 9.
I didn't have a problem with a ground or naval card in 1.0.40 (custom campaign on the Planet Earth map); I'll try to remember to check with the next airship card I come across.
