Yes. The tower on Sentinel Island is yours for the taking; you just have to convince the current occupant of that.
You'll probably want to finish off everything that you can do in Broken Valley and on Sentinel Island before taking over the battle tower there, though. There is one quest in each area that will have to wait until afterwards, but in general any open quests can not be completed once you have the battle tower.
