I was struck by a thought:

If you can see the aftermath of your actions while in the Shelter Plane at the End of Time, can you go back and alter the outcome on some decisions?

For instance, take that situation where you turn in a thief for stealing food which causes his family to starve. You go to the shelter plane, you see the effect of your actions, you might think to yourself "I didn't intend for his family to starve... and while they still live, I should be able to fix that!". And at that point you might want to be able to go give said family some money, or find a way to pardon the thief out of jail.

So, the point is: Will players be able to alter the outcome of some of their decisions once they learn of the consequences via the shelter plane?

From what I've heard, you can't go back and change decisions you've already made, but in some cases you might be able to try and change things in a different direction from that point on.
