Even without the Developer's Cut version you can sneak a peek at the goblin prisoners, though you can't interact with them apparently.
On the Xbox 360 version, I jumped down the mountain from Saul's prison area, heading North-West until I landed on the wall-like rock ridge surrounding the slayer camp close to the water. I then ran along down the ridge, through a few trees, and ended up at a building with a gaping hole and a few windows where I could look in and observe the goblin prisoners. (I'm looking at them now. Looks like four I can see tilting the camera.) Upon seeing them, I figured there may have been a way to get in there, but couldn't find anything regarding them (other than this thread,) when I searched.
Good to know they aren't implemented in some hidden way, I'll stop searching for a way to get in there. The hole in the building almost looks large enough to jump through from where I'm standing, but an invisible wall blocks entry.
EDIT: Actually, you can just walk around the edge of the building to the left when facing the locked door to reach the hole in the building and see the goblins in there. Probably a lot easier than what I initially did. Oh well...
