I noticed a lot of the fighter skills look, well, magical in nature, e.g. "Stun" summoning a giant rock, "flurry" summoning telekinetic swords, "charge" summoning a bull's head-shaped aura, etc.

Are these placeholders or are they intended to be in the final game as such? (And if they're "final", are things like this easy to mod out?)

Why not? I like them more than a just a normal hit that stuns or just a rush to the other side. Its a bit uncommon but better than just the normal stuff.

I can't speak for other people, but my personal opinion is that D:OS already has an entire field of combat devoted to attacks that look magical - namely, magic. I'd like my fighter (if I build a fighter) to look and feel like an actual fighter instead of a melee-range wizard who happens to be holding a sword.

I'm certainly not against the concept of a spell that stuns someone by magically dropping a rock on their heads, but if the lore basis for the stunning is a physical strike made by a warrior, I'd like it to look the part.
