Had this happen last night. I started a new game and it seemed all the quests flags for dialogue were not reset.
Guards at the bridge didn't care about me. I was able to ask about the 'Staff' all over town, Evelyn had run off, etc.
I was able to fix this by deleting all my saved games and restarting a new game. I also restarted multiple games after this where I hadn't saved, and there seemed to be no problem, iirc. I'm going to test this more tonite after work.

I have been reading a lot of the post and have noticed a possible common cause of some of the issues.
I have noticed that the quick save was bleeding over information from the last game saved on it.
Note: Going to leave out the specifics so as not to spoil anything.
For example: When you first talk to the wizard at the gates in the beginning of the game he may have a response to a quest you haven't started yet.
I haven't tried it with the new patch yet but, was able to reproduce the effect by saving a game with quick save, then starting a new game and using the quick save.
Temporary fix is simple, just deleted your quick save game before saving a new game to it.

That makes sense, as it did fix itself when I deleted my saves. Though, I did have one manual save and one quick save that I deleted. Be curious to see if it does it with the manual save as well.

I've experienced this too - when you create a new game, having already played earlier, npcs are talking to you as if you've already completed their quests. For example, those shipless sailors at the harbor already think that you've found them a new employer. Something somewhere in the game does not reset in the new game. It's a bug that have yet to be fixed since alpha release.

Can confirm, dialog-option aren't resetting when starting a new game (I also had saves from a previous playthrough).

Something similar keeps happening to my NPCs: They lose convo chain entirely, cannot add/dismiss them, and the game seems to think they have unresolved dialogue choices, I have Madora running around in one game with 2 "!"s over her head. Seems like transitions between areas is part of the problem.

You can try deleting/renaming the '..\Documents\Larian Studios\Divinity Original Sin' folder (or playing from a different Windows user account) before starting a new game. I had a problem recruiting the companions (no portraits added for them, though their dialog changed as if they joined the party) in new games started in 1.0.93/95, but a fresh start in 1.0.103 worked fine. I'm guessing something was being carried over from the LevelCache folder.

I have experienced this going into a new multi-player game. NPC's talk about things I have only done in my single player game and quests that we haven't even heard about are already completed.
