Doing the quest as title states above got the amulet from Victoria and gave it to the elf to trick him he said "you can have all my treasure" walks away yet quest doesn't update what is expected of me? and where is the treasure?.

Talk to Victoria again, as well as the mayor. AFAIK the only treasure he has is the loot in his room.
