I'm up to the point of meeting Zandalor just before going to the council of seven.

I decided not to meet him and carry on with the quests in the dark forest.

I have done most of the quests but I can't seem to trigger the burial ground quest. I have to meet Bronthian in the elven village but he's not there.

How do I find him?

+ I can't seem to trigger any quests at the dwarven halls.

I think to talk with Bronthion you need to chat with Zandalor first, IIRC. maybe not. but you can go back, so go and meet with Z-landor and than go back later.

yep. you need to talk to zandalor first to activate the stone axe quest.

normaly bronthion sits in the elven village in the dark forrest. beside that elf who self good bows.

If scrying or talking to Zandalor do not help, ask about him in the archer's guild.

Also, don't think you get many quests in the dwarven halls (deliver a message from Rimmer's brother, the king eventually tells you about the dragon armour set, .... that's about it, IIRC), though you complete or continue several quests triggered elsewhere.
