i can't find that dwarf.. i've been in their village and talked to everyone and still i can't find him.... help....

Have you got the Dwarven council member quest, retrieving the Stone Axe? Only then will Eolus show up at the axe memorial.

i didn't even see him in the first place.. i've been to the council of seven.. i've asked zandalor about him.. but still he's not there....

The vision in the dwarven statue must change first (shows this memorial), how many members have you gathered already? He is the 6th!
