I actually had trouble finding the cat too. I looked up where it was (by the way, this forum should really have the "secret" tag for spoilers, it is quite useful) and went there and the cat wasn't there. I then walked up to Janus, then back down to where the cat was supposed to be. It showed up right away. Apparently you have to approach where the cat is from the correct direction, otherwise it won't trigger the cutscene.
