When I'm inside the city in the busiest parts (market and tavern) my fps is around 70-80 with vsync turned off. However if I enable vsync to eliminate screen tearing, instead of staying capped at 60 fps it fluctuates from 54-63 which causes a ton of micro stuttering. I've tried forcing it in Nvidia Control Panel (both regular and adaptive) instead of in-game, but the problem remains.

I also wanted to ask about NPC reactions...will they be tweaked more? Because I killed the mayor's cat right in front of him and he kept walking around like nothing happened.

NPC reactions will be improved, and there is currently a bug with reactions if an NPC dies before bringing up a dialog to call for help (and many NPCs are far too generous assuming accidental attacks).

This is great news - I've been asking for more realistic NPC reactions to player actions for months. One example I keep mentioning is how NPCs don't react to a player destroying nearby "unowned" objects, or casting attack magic on nearby objects/the ground/etc. I really hope they fix this; this kind of thing ruins any sense that the world is truly reactive or "alive."

Just bumping this because I discovered the graphical setting that induces the stuttering - shadows. And it doesn't matter if they're on low or ultra, the stuttering remains the same. If I disable them completely and leave every other setting maxed out there is no stuttering.
