Is this a bug?
I have one talent point to spend for my PC Scarlett, but I cannot distribute it to neither item?

All other PC are o.k.

BTW, with Scarlet the descriptions of the items in her inventory are also not shown.

After the first talent point is placed down and if you wanna increase it you will need 2...

As Minchi1983 said, having one point doesn't mean you can increase any skill up by one rank. To increase say, Witchcraft, from rank 0 to rank 1 will cost 1 point, however to go from rank 1 to rank 2 will cost 2 points. Rank 3 will cost 3 points, and so on. So the higher ranks will require you to wait multiple level ups and save up the points to get them.

Remove your weapon by drag and dropping to your inventory, and then re-equip by right clicking. If that doesn't fix it, do the same for armour and jewellery. There is a rare bug with equipping, or sometimes un-equipping, things which can cause those symptoms.

Yes, Minchi, I know about the issue with the necessary 2 or 3 points. But if I have only 1 point to spend, and an entry needs 2 or more points, then it doesn't have the little + sign. Right?

She had a lot of magical equipment on her. Maybe that's the reason?
