A lot of things have changed in the way that telekinesis works in this beta build, but it is still in bad spot (balancewise) in my opinion.

The first problem is that telekinesis is still plagued by some bugs/exploits. The big exploit works like this: you can carry items that exceed your weightlimit by putting things into crates/bags etc. that are in your inventory. This thread is about the use of telekinesis without this exploit. I only used things that didn't exceed my weight limit.
The second bug is also very annoying. Basically you can't damage some enemies with telekinesis (e.g. ahru, the skeletons in the "well-dungeon", the lighthouse-gouhle). Luckily most enemies can be damaged by telekinesis/throwing.

Those two issues aside I also discovered some problems with the design of telekinesis/throwing that are still present in this build. The biggest problem is simply that throwing damage is to strong. There is a 1/1 damage/weight ratio. And a strength 9 character can already pick up weight-61 items (without using the bug described in the beginning). A strength 10 character can pick up weight 75 items and a strength 11 weight 91 items. I haven't tested it any further yet. Add in the fact that a (telekinetic or regular) throw only requires 2AP in combat and the damage a single character can do with telekinesis is already insane.
A second problem is, that it is enough for a party of 4 telekinesis users (not regular thrower!) to have 1 strong guy with pack mule who functions as a heavy-item-dispenser and they all get to throw them regardless of their strength (although more strength seems to grant more range so it isn't totally worthless). I think I have an easy solution for the latter problem. Just increase the AP cost for telekineticly throwing items that exceed your weight limit. This won't hurt the adventuring uses of telekinesis but will give a real stat requirement for it to be strong.
Furthermore i think that the higher levels of telekinesis seem quite weak. The range increase is definetively useful but adding a little strength bonus for lifting along would make it more interesting to invest in it (maybe even add this as a talent that requires telekinesis level 5, or just at talents with telekinesis requirements in general). whats also weird is that the throwing damage only scales with weight. Is there a reason for it not to scale with damage buffs on the character (Edit: it seems to work fine with some buffs I'll have to check this one out again)?

Is throwing damage even intentional? I managed it once, but most of the time I can't seem to do make it work.

Of course it is intentional. They sureley didn't code it while being completley insane. However it is not very easy to pull of, you need to throw the object very close to an enemy (most of the time it has to penetrate the red circle around them) and as I mentioned it does for some reason not work on every NPC in the game.

The fact its so hard to do and doesn't work on every npc made me wonder whether it was intentional or some unusual bug.
