Raze, it isn't even black in the character creation room. It *is* significantly darker than the other browns, but it's brown.
Maybe check your monitor settings?
(All this is completely discounting the tied-back dreads that are lighter than all the other hairstyles in *any* color. (Except white.) That's a separate issue entirely.)
The problem with pure black and texture tinting (which are not designed with one specific color in mind, but rather all the available colors) is that it tends to make details hard to see and you end up with something that looks a lot like your goat avatar: recognizable because of the silhouette, but good luck spotting any additional details beyond that.
Maybe their artists went as dark as they were willing to go before they decided the result looked like crap.
