Would assume those folks using steam will be able to use the Steam Workshops.
Not sure if anyone has had contact with Nexus mods or other modding sites if they will support D:OS but would assume they will

Surely there will be a modding section on this, the official forums?

I created a subreddit for modding discussion just yesterday (link below). I linked the current modding discussions happening on this board, so at least for now its a tidy repository for the current modding discussions.
