Steam.

Click on the desktop launch icon. Get popup window that just hangs there. If I cancel it, the game starts as normal.

Also cannot launch from inside Steam.

Also, how can I check what version I'm running to make sure it's up to date? The NPCs on the dock are driving me nuts with repetitive dialogue while I'm trying to look through stuff.

Try verifying local files for the game, or exit and restart the Steam client to make sure you have the latest version.

You can start the game directly from the '..\SteamApps\common\Divinity - Original Sin\Shipping\EoCApp.exe' program file to avoid the popup, though that would disable the Steamworks functions (inviting a Steam friend, tracking time played, etc).

The version number is listed in the main menu, at the bottom of the list of buttons (latest is 1.0.47). It is also shown if you right click on the program file, select Properties and switch to the Detail tab.

Try manually installing the VC Redist Package from the _CommonRedist folder in the install folder, and see if that prevents Steam hang during the first time setup.

When it gives you that pop up, what file path does it show? And what's the path for DoS on your system? I am getting this error, but I also used to get it for Microsoft Essentials and other things and I've never been able to figure out it. I suspect my system has an incorrect path variable or something, something went weird with my multi SSD/HDD set up I think.
