So I'm going back to finish up a couple of quests I left uncompleted and I can't find the soldiers I rescued from Arhu's experiment.

The quest log tells me that they went back to the legion, but I can't find them at the encampment in Cyseal.

Where exactly are they?

I think they are in the prison , bottom part of the building where there is Arhu and the captain.

No they are not in the prison I have no idea where these dudes are...SIGH

Go to the building with Arhu and Aurius. The guard for the treasure room in the dungeon is the NPC you need.
