Let's say I'm level 15 and have Lone Wolf. That'd mean I have 15 additional ability points. If I respec, thus losing Lone Wolf, will I also lose those extra ability points? Or would I re-acquire them if I were to take Lone Wolf again.
Also, as I understand, some skill books appear to only be obtainable once, such as Burning Blaze gotten after beating the boss in the church in Cyseal. Since respeccing makes you forget all skills, does that mean these rare skills are lost forever?

well I haven't ever seen burning blaze again so yea I'd assume they are gone for good if you respec. Not sure on lone wolf though.

You keep the skill points. Regarding your question about skill books, I do not know.

I found an "elemental flare" scroll (looks like the attack icon for a fire elemental) at some point early on in the game (well before the church), and it will become a burning blaze skill book if you have a blank fire book. frankly though, the skill seems bugged. seems capped at 100 damage.
