I have the key for the armoury but where is the entrance?

I can see the room when im downstairs in the tavern but there doesnt seem to be an entrance. I cant find any stairs down in any of the builds

Armoury is in another building across the street. You have to talk to Jahrl first to be allowed to go to the cellar prison. One of the room there is the armoury. But there's nothing special there - you can loot it and then give the key to the orks. Better give it to Grutilda - she'll make short work of the ork who lost it, meaning one less ork to worry about in ensuing battle.

Where is the Jahrl? I talked to him in that little scene before the tavern with the All-Mother, but now I can't find him.

He's in the building south-west of the tavern sitting at a desk left of the entrance.
