Where in the world is that cat? I've searched high and low, nowhere to be found. I must've missed it somewhere.

The cat you're looking for is "Unsinkable Sam", the cat who hangs out in the King Crab Inn.

Is that the cat you get the collar for? After I hooked him up he and the female cat have vanished. I can't find another cat in the Inn.

Yeah, they were still in the inn for me after completing the Kitty Love quest. Look near the stairs leading to the 2nd floor of the inn. (You'll probably have to rotate the camera to see them).

First you have to follow Sam to the Mayor's house and see him chat with Maxine, that completes their quest and then both Sam and Maxine move back to the inn, near the staircase to the second floor.
