I went to get the barrier removal spell for "fun with fungi" to remove the barrier from the white witches house. I know from other posts that it is buried besides the chest on the trapped hills behind the drunk goblins. I went to the top of the hill, but the mound that you are supposed to dig in isn't there. But if my party is far away and i pan to the hill, i can see the mound...

Is this just a bug? What can i do to progress?

Try to walk to the spot where the mount is and dig manually (put your shovel in hotbar and click on it while standing over the mount).

Yeah, you can dig up hidden mounds even if you haven't got the perception to spot them.
