Is there a way to do it? And if there is, when in the story will I be able to do it, what will it cost me and should I prepare something for it?

At a certain point you do unlock the ability to reset your character, but you will lose all your skills learnable thru skill books. Since merchants don't restock often, get the skill books for the skills you want when you see it

Can I do it only 1 time? And does it reset everything?

Yes, it resets everything - talents, attributes, and skills. It costs about 1500 gold and can be done an infinite number of times. However as the previous poster mentioned you should be wary of the fact that you lose all pre-existing skills and must find them all again (which can be frustrating).

It doesn't reset your inventory or your levels but I assume you don't want those wiped. It also doesn't reset your game

I'm doing a lot of side quests right now, in main story I just got to hall of heroes. Can someone tell me (spoiler free) am I close to unlocking it?

Nope.

The game is too open ended for anyone to guess at that. And since you want it spoiler free, lol, how about far. You are 42% far from getting there
