in the sewers under the merchant town (ars magicina sp?) i can see a spell book in the lower level sort of in the water i cannot pick it up as i am to far away and seem unable to teleport to there.
Is it possible to get the book or even get to the water parts(as i have seen another few items there as well) ?
That's right. Telekinesis (1) should be enough. There's another room in the sewers filled with loot in the same manner; I think you need Telekinesis (2) for them.
Actually, you should also be able to toss a teleporter stone down to get close enough to grab it (you will not be able to walk there). Telekinesis is probably easier, though, and the spell books can be bought.
