Does anyone know how to make characters have the ability to trade?

I can't find any script that gives them the ability to trade.

Story/RawFiles/Goals/Trade.txt (just Trade if you're using the Story Editor) seems to list all the tradable characters in the game. I haven't gotten adding a trader there to work yet, but I didn't try very hard.
