Is there a stat cap for primary attributes? I have searched around but can't find a definitive answer.

Attributes can't go past 15 base points. They can go higher with items and other boosts though. Not sure if there is a hard cap, but I got my (item boosted) intelligence up to 25 by the end of the game. Speed started requiring 2 points per recovery AP after some point - don't recall when precisely, somewhere in the teens.

OK, but do stats beyond 15 give any further benefits (eg. to cooldown times/damage)?

Yes, increasing stats beyond 15 provides further benefits along the same lines that they provide up to the soft-cap for attribute points.

EDIT: The big question is not whether getting more of your primary attribute is good, as it always is, but whether you are better served by focusing on the primary attribute or on increasing the hitpoint/AP generating stats.

It depends on your playstyle, class you're playing etc. There is no single answer to that question.

I have found that utility is more of a game changer than min-maxing the damage is. Sure its nice to see the bigger numbers, but it is even nicer to have more AP to use different skills and allow several utilities to be used within a single turn. The value of high AP increases in areas where everyone is slowed or otherwise hampered, whereas the value of high damage does not in those circumstances.

High Speed and, in the case of Lone Wolves, high Constitution pays off far more than maxed out Str/Int/Dex does in my experience.
