Does how positive the Dwarven Smith and the King view you affect how good a piece of armor they will give you?

Here is why I ask, the Smith views me as 39(friendly) and most of the Breastplates he gave me had a armor of around 190. After 80 or so reloads he finally gave me a 340 armor breastplate.

Fastfoward to the king who views me as 100(admiring). Imigine my suprise when the second helm he offers me is 390 amor. Then the next helm is 400 armor. Now I understand that there can be variations in what you get and certian pieces are better than the armor rating would seem. However, the helms I am getting beat the Breastplates in EVERY WAY, ie better armor/stat bonus/resists/skills.

So the question is does how positive the king and smithe view me effect what they will give me? Should I raise my relationship with the smith and try to get a better breatplate or did Larian just set it up so that the helmet is the best piece?

Thanks for your help
