how do you finish this quest? ive already killed the robot and saved all 3 guys. Quest log says I have to talk to mencius but he ran away already

I had that issue too.

On my first playthrough I can talk to the Mayor (Cecil) about the Fabulous Five and finish the quest.

Now, on my second playthrough, Cecil don't have the Fabulous Five dialogue line. I think that's because this time I didn't speak to Arhu about his "failed experiment" and didn't get the Remote.

Try to talk to Cecil - if you have the Fabulous Five line, you can complete the quest. If you don't you are in the same boat as me.

Go to the prison in the barracks basement and talk to the guards.

Nope, this one finish the "Failed Experiment" quest ... not the "Fabulous Five"
