As it says, what does steam do? It never tells you the sorts of penalties enemies receive from being in it or anything. I know a steam arrow blinds the enemy that was hit but what about the steam itself? I know steam combined with electricity creates a static cloud too...

Steam is a vision-blocker, just like black clouds from oil or poison burning, except steam can be electrified.
And I think you don't need me to tell you how much of an asset vision blocking can be.
Unless otherwise specified, just an opinion or simple curiosity.

And I think you don't need me to tell you how much of an asset vision blocking can be. but in my game I can clearly see through steam, enemies too, only the black smoke makes me unable too see. Can you guys double check this or am I glitched?

Steam is DRM Software.
Don't know about the arrows. Haven't tested them yet.
