you can purchase it from any vendor that sells water spell books.
You can also create one if you have a crafter of sufficient level by combining a summon ice elemental sroll + blank water skill book.
If you're not finding it at the vendor, go level up, return to the vendor and before interacting with them quick save. if the skill book is not in their listing, reload and try again until it is.
