This is a Google Doc that breaks down all of the ability points per level and tells you the earliest level you can max out a skill. (I am not focused on attribute points as those are pretty cut and dry)

Nice work! There does seem to be a minor error with the talent point totals given in parentheses - instead of "(2)" being repeated for levels 4-6, 8-10, 12-14, 16-18, and 20, they should be updated to "(3)", "(4)", etc. as appropriate for each level. But this is awesome - thanks!
