Is there a max amount of points you can invest in attributes or does it cap out?

10 points. 15 is the maximum you can reach through attribute points. Equip and skill bonuses are still granted though, so your intelligence can be higher than that.

You cannot raise an attribute higher than 15 with attribute points.
But you can raise it higher with gear and Know-It-All/Light Stepper.
