I have run too often into the following situation: My plan is that my ranger shoots an arrow to a certain foe. But it is moving back and forth and just when I click to shoot, the cursor is pointing at the floor. So, the ranger wastes her action points in having a nice walk to the foe. The floor between perhaps is burning or poisoned, or frozen. Or the foe has a big club...
The movement of the foes may be nice, but it is much more annoying than nice.

Yes, this is one of the more annoying quirks of this game.

Note that you can right-click at any time to cancel movement. Not exactly ideal but it's a useful workaround for the time being.

Agreed, i have my rogue all lined up for a backstab and the mob leans forward just enough that i click the ground beyond it causing me to waste ap, get smacked with an AoO and the tromp into the fire right infront of them. They either need to give the option to shut that off or disable it in combat

Go into settings and turn on highlights and circles in combat. It doesn't really stop them from moving, but it's a lot easier to target enemies with it on.
